The Senate met at 11 a.m.

Prayer was offered by the Honorable Dan Foster, a senator from
the seventeenth district.
Pending the reading of the Journal of Thursday, May 13, 2010,
On motion of Senator White, the Journal was approved and the
further reading thereof dispensed with.
On motion of Senator Stollings, the special order of business
set for this position on the calendar (
consideration of executive
nominations) was postponed and made a special order of business for
tomorrow, Saturday, May 15, 2010, at 11 a.m.
The Senate proceeded to the fourth order of business.
Senator Helmick, from the Committee on Finance, submitted the
following report, which was received:
Your Committee on Finance has had under consideration
Senate Bill No. 1003, Renaming conservation officers natural
resources police officers.
Now on second reading, having been read a first time and
referred to the Committee on Finance on May 13, 2010;
Senate Bill No. 1010, Creating Behavioral Mental Health
Services Fund.
Now on second reading, having been read a first time and
referred to the Committee on Finance on May 13, 2010;
And,
Senate Bill No. 1011, Implementing temporary high risk pool
program to provide certain health insurance coverage.
Now on second reading, having been read a first time and
referred to the Committee on Finance on May 13, 2010;
And reports the same back with the recommendation that they
each do pass.

granted, Senate Bill No. 1003 contained in the preceding report
from the Committee on Finance was taken up for immediate
consideration, read a second time and ordered to engrossment and
third reading.
On motion of Senator Chafin, the constitutional rule requiring
a bill to be read on three separate days was suspended by a vote of
four fifths of the members present, taken by yeas and nays.
On suspending the constitutional rule, the yeas were: Barnes,

Senate Bill No. 1004, Replacing references to "mentally
retarded" with "intellectually disabled".
On second reading, coming up in regular order, was read a
second time.
The following amendment to the bill, from the Committee on the
Judiciary, was reported by the Clerk and adopted:
On page eighty, section six, lines fifteen through nineteen,
by striking out the words "Planning Council, the state Protection
and Advocacy Agency, the University Affiliated Center for
Developmental Disabilities, the Office of Special Education, the
Association of Community Mental Health/Intellectual Disability
Programs" and inserting in lieu thereof the words "Council, the
state Protection and Advocacy Agency, the Center for Excellence in
Disabilities, the Office of Special Education, the Behavioral
Health Care Providers Association".
The bill (S. B. No. 1004), as amended, was then ordered to
engrossment and third reading.

items from State Road Fund to Division of Highways.
Senate Bill No. 1019, Making supplementary appropriation from
unappropriated moneys to various accounts.

federal funds to Workforce WV.
